I think the project has potential, but I really doubt that AI can be challenging in a HOI game without any kind of help. Reactive AI is all well and good, but it's just that - a reactive one. It will always be one step behind the player, unless it gets some sort of situational bonus.

What I would like to see is the AI that has some simple random (or settable by the player) goals and tries to reach them. If it has cores in foreign country, then it's logical that it should try to do everything in its to power to get them. If it faces a belligerent country of considerable power-level, e.g. Germany, then it's logical that it should try to expand its alliance. Even the simplest of goals can help the AI, because it becomes more dynamic, e.g. USA starts to create an alliance against SOV after GER becomes weak or Argentina attacks UK if Axis is doing really good.

Moreover, "reactive" part of the AI should be a kind of supplement, not the main force behind it. I think there should be some random strategies chosen for each AI country at the start, which would add much needed uncertainty to player's game. Otherwise, hindsight gives too much power. I mean, what if AI Germany really tried to pull off Plan Z and a smart-ass UK player focused on anti-sub warfare?

It also makes various countries different. Think of it as Civilization- or GalCiv2-like AI-types, e.g. Bully, Coward, Defender.

EDIT: I have another set of ideas:

- Allow us to put orders in a queue. This would really cut the required micro for many units. For example, I would practically be able to create an entire operation plan for my aircraft. I would tell my TACs to 1) bomb the beaches for a week (if str > 75%), then to 2) rebase to Dover and 3) bomb inner France for a month (if str > 66%). It would be very useful to give Support Attack orders in advance, because after capturing a given province my INF would automatically support an attack on another province.
- Make it possible to give orders to retreating units (nobody likes waiting - it's pointless).
- Give the Str/Org mission slider to land units, too.

I had some other wishes/ideas:

- Target for Air missions can be single province, also can be set without end (like in AoD)

- The option to toggle the FoW on and off (like in Vicky)

- AI ships now have same range limitations as the player has

- Changing the flag not by events, but rather by a button/menu in the Diplomacy screen - also limitations regarding ideology

- A system that somehow limits the max size of a nation's army -> e.g. in one of my Germany WC games, A.I. Hungary had in 1950 and in peacetime about 150 divs :wacko:

- A.I. uses nukes smarter

- More political choices, elections etc. events, not only for major countries

- WC should be way harder to achieve, but still be somehow possible, but really difficult to do, even as USA or SU

Speaking about army sizes - the game needs a mobilisation and demobilisation system that AI can utilise. It will be hard to create a realistic and balanced experience without one if one can play from 1914 to 1963.

+2. The game needs something in these style. I wouldn't like to fight in WWII against 4 Billion German Army for example :) Maybe big stability hits in economics or Events that would reduce economy and armies after WWI.
 
There is already an event such like that... And I thought I was the stupid one... anyone remmember the Versailles treaty? Yes I know it only affected Germany but how about an event similar to every nation in the game where it cuts your units in half or even more?
 
You should be able to control your puppets tech researches and production.
But also this example: You play Soviet Union and have Germany as puppet, this mean Germany have 5 tech slots, as Soviet Union and master of Germany you will be able to control each one tech slot. Not that all 5 researches industry, I mean 1 tech slot researches air, anther one infantry and so on.
What do you say about this?

EDIT: Also will it be able to fire with artillery on a province? Like in AoD? :)
And will the AI be clever to try surround a urban province?
 
About the politics thing. What i really also love to see. Is that u can negotiote by acceptable terms or doing via threatning. (its like how it in Civilization IV goes) Would also even more nice if u can do it via more countries like the Munich conference.

For example. Germany needs to have access to the black sea. But now it can only be done to declare war on Turkey and control Istanbul.

It would be nice if u can do it via politics like this:

Von Ribbentrop makes the following proposal to the foreign minister of Turkey.

Ok we germany would would like to see that u grant us a way trough the Bosperus.

Our suggestions are:

1 Join us in the Axis.

2. Help you to create back the ottomans empire (this will also means that we get acces to your ground to help you) but not in Axis

3. Get some provinces from former Greece (currently ownded by us Germany)

4. It this 3 points are not what u want, what will u need to make this deal works?

If Turkey not wants.

Then move lot of divisions near the border of Turkey. And ask again but this time in a more harsh way (only works when u can group a big force near the border of the country u are threatning).

Von Ribbentrop:

1. You will have a week to give us access trough the Bosperus otherwise we will take it with force.

2. Our troops are ready to help u to create your wanted Ottoman empire or if u still be stubborn, we will destroy your country)

a way that hitler doesnt come to power and that you can create a greater german republic (germany, austria, sudety, west prussia). or that the kaiserreich wins the great war (oh that mod already exists).

at least more then only historical.
