Puerto Rico's political status may change over time but for now, they are part of United States. Puerto Rico is not de facto state, it also cannot maintain military force. Due to the same reason, I didn't include Micronesia and Palau which don't have their own military. However, for example, Fiji is included because Fiji can maintain its own military although it is part of Commonwealth.
Just don't give them (m)any IC. No IC → no military.

There are military leaders from MDS 1.6 but I have to add some more before release.
Guys, I want to rename Land Fort to something else, Land Fort doesn't fit for modern day. Do you have any ideas ?
