A considerable issue is that many member states view their autonomy as an expression of their cultural heritage, and do not see any benefit of investing further in an initiative in which they are not culturally unified.

[FAILURE]: The rooting-out of corruption is a methodical process. What appears to be a unified state council soon separates into groups defined by various interests as soon as genuine steps are taken against corruption. The Premier, much like his predecessor, is finding it difficult to do away with these few less principled public servants.
