In reply to the Serradilla massacre the following motions have been presented to the Federal Revolutionary Committee of the Federal Revolutionary Council of the Joint IBerian Commune.
Motion 1. Issued by the RC of Defence, Bureau of Conscription.
Plan for the integration of the militia system of the Commune of Castile:
1. Castile Militias to be under the direct command of the Confederate Force. To be renamed according to the regimental system ASAP
2. Males and females in the Castile area should present to their local conscription office for provisional enlistment. We expect out of 1.5 mil population to have a reserve pool of 480,000 volunteers
3. Increase mobilisation by 20%. Effectively draw 200,000 from the reserve pool.

Borders with the Republic are to be manned to 100% ASAP. Border patrols resumed with 2X intensity.
Authorise movement of 30,000 troops towards the border, 10,000 international brigade as vanguard.

The Imperial Federation of Khmer is willing to withdraw the vast majority of land claims in return for the Sultanate's cooperation and friendship however the Empire expresses the desire that the purposed former border be made into a demilitarized zone and act as a physical guarantee of Jakarta's intentions.
In regards to the Island of Sumatra the Empire views the sea corridor running by its shores as vital for the commerce interests of the Empire. Therefor the Empire requests two demilitarized enclaves along the corridor and a smaller third patrol boat base on the neighboring island to secure the passage of trade. The Empire also suggests that Northern Sumatra be made into a protectorate jointly supervised by our two nations.

Given Jamtland's Pacific holdings are limited to the northwestern parts of North America the most appropriate naval base, as seen by Jakarta, would be on Hood Canal near the Olympic Peninsula. If Jamtland's navy requires a military base further in the Pacific then Wake Island may serve the purpose reasonably well. It is one of the northernmost Pacific islands and it is a sufficient distance from Guam and Hawaii to cause no serious concern to Jakartan and Hawaiian strategic interests.
The Sultanate is happy to agree to the demarcation proposed by the Khmer. In addition to Khmer possessions on Borneo the Sultanate will recognize Khmer possession over the following:
- the group of islands north of Celebes island
- two islands to the northwest of New Guinea island
- the group of islands directly west of Borneo island
- a patrol boat base at Dumai on the Malacca strait
- two demilitarized enclaves at Kuala Indgragiri and Panai Tengah (if the Khmer would rather make one of these the patrol boat base it is acceptable)
- joint protectorate over the Sultanate of Aceh

The Sultanate is prepared to demilitarize the Strait of Malacca, northern Borneo, and associated territories in order to demonstrate goodwill towards the Khmer Empire.
If this agreement is acceptable we can proceed with its ratification.
After much discussion between the different ministers in the government it has been decided to send a squadron of ships and a Brigade of soldiers to the Marshall Islands to secure then as the Republics main naval base in the Western Pacific region, it is hopped the colony will be up and running by the end of the year.
