I'd let the seerish powered guy back in unless he scanned someone and I'd let the distiller back in too. That's just me though but if you want to play it safe you could not allow them to sub and that would be OK too.
Well, yes of course but it seems such an unimportant thing to know that RepBently didn't scan anyone yet (if that indeed is the case) as compared to having to autolynch a player. But like I said, I'm fine with any GM ruling here really.The problem here is the conclusions one may draw from whether the GM allows or disallows someone to sub on that basis. No problem with the distiller, though.
