Sadistically inclined players, how will you make your city a miserable slum?

Toll roads everywhere. You want to cross the street, that'll be 50p. You want to go a mile down the road, that'll be a fiver.

You want to go to a park, you'll have to pay for it.

Forget emissions regulations, no public transport at all.

Ban all the fun things. No cinemas, theatres, art galleries, or museums. In fact, all cultural spending set to 0.

I'll make something that already exists where I live.

Speed bumps.
On highways.
Every 40 meters.

And no road maintenance.

Oh you, thanks! Had you seen how I play games like sims... or any simulator game to be honest, I'm not sure how nice you would perceive me as ;)

Roundabouts are good.

Well yes... until you employ them without right of way signs so that the vehicles entering them always have priority and more vehicles will enter then be able to leave it... ;)
( actually done in some countries where planners are more worried with doing what everyone else is doing instead of bothering to understand why ).

Can you tell me which city this is, so I plan not to go here ?
 
I haven't played CiM 2, but I've had my fair share of evil cities with the present king of all city-building games - Simcity 4.

I had one where there was a slum with just a fire station (to keep the slum buildings from getting burned, and turning it into a better 'blank' area for rebuilding). All roads through the city passed from it. And after reaching it, you either had to go through 20 toll gates or go back to the slum zone to get back to the real city.

There was also a dirt road that connected the city to the factory area, the primary source of job. Only buses were allowed on it. It went into a close zig-zag track and it took 9 hours to reach the factory zone from the Sims' homes. Some Sims left the city, so I built

The neighbouring town also had factory area, garbage dump built right in the center of residential zone with no trees or parks in sight. Only polluted water was allowed to be distributed. And then there was a radioactive waste dump not too far away (just enough to prevent the Sims from leaving).

I also sometimes unleashed cyclones and storms on the townspeople to show them that I am the true master and god they have, and they better obey me, although it resulted in heavy destruction of homes and people emigrating away. :p

That was back in 2013 though. I no longer have that city, or that entire region.
