EU4 - Development Diary - 3rd of October 2017

Good day all, today is a very exciting Tuesday, as we'll be coming to the conclusion of our EU4 Dev Clash Multiplayer Campaign, complete with trophies and congratulations to the winners and commiserations to those who did not make it to the Top 3. We'll be live over at our twitch page at the usual time of 1500 CEST.

Until then though, let's cover a few more changes we have in store in the upcoming Persia Update and it's accompanying expansion. Last week we covered changes over in Persia, so today let's look over towards Anatolia.

Firstly, let's talk the Ottoman Government. This recently introduced government type is a strong boon to the Ottoman nation, but as of the Persia Update it will be attainable for other nations too via the decision to Restore the Sultanate of Rûm.

Any ambitious Turkish nation can, after wiping tactfully removing Ottomans and Byzantium from the map, take the decision to form Rûm. The requirements will also ask that they hold key provinces in the region. This will grant their nation a new name, flag, colour and National Ideas for their Sultanate of Rûm.

So with Ottoman Government attainable, we also have some new toys for them to play with.

As part of the accompanying expansion, the Ottoman Government will have access to Pashas and Janissaries

Firstly Pashas. In States, a nation with Ottoman Government can assign a Pasha. This will reduce unrest and the State maintenance cost for those provinces while also raising the cost of new buildings and units from them. This will prove useful in keeping costs and revolts down in provinces far from the capital, however revoking a Pasha will result in increased unrest for 10 years.

Janissaries on the other hand, have seen some changes. No longer a countrywide boon for all units, the Janissaries are now special elite units. These can be recruited for a set cost of 50MIL from a given state. For every 10 development of heathen-faith land in a state, 1 Janissary unit will be spawned, making high-development concentrations of wrong-religion land desirable . These special units cost twice as much to reinforce but are able to withstand damage much better, taking 10% less shock and fire damage in battle. Similarly, the Janissary Decadence disaster has been altered, now to fire if a nation relies too heavily on Janissaries relative to their forcelimit.

You know I think it's not fair that we look so much at the Ottomans. For the upcoming Persia Update, it's actually the Mamluks who start in 1444 with higher development between the two. We'll take a look at what we have in store for them but that'll have to wait for next week, as there are trophies to polish for now.

Hello! I have a suggestion. You should add the "Latin Empire" as a formable nation by Naxos and athenia. That might increase depth and those nations would be played more often. It would also be cool if Venice coult release that new

it existed until 1261 and was involved in constant wars during that time
The forms have trying this for awhile now, probably not going to happen this patch

I also like that the Janissaries become a special unit, instead of an army wide buff.

But I'm not sure about the numbers here. If we take the starting Balkans regions, we have:
Bulgaria: 59 Dev at start -> If we assume a single prod dev used on one of the copper provinces, this is 6 Janissaries for 50 MIL. This seems like a worthwile early move.
Macedonia: 31 dev -> 3 Janissaries. But if the province of Selanik is used to develop the Renaissance, you can get to 50 dev for the state in 1450. It's a bit sad though, because the good produced there is grain and not cloth with its -10% dev cost province modifier. Still, 5 Janissaries for 50 MIL relatively early in the game seems a good trade.
Thrace: 26 Dev -> not more because Constantinople gets converted to sunni with the decision, and thus isn't "heathen-faith land" in a state. HOWEVER, if only controling the province in a state suffice, than one should wait until passing the decision and develop once to get to 50 dev for 5 Janissaries.


Wallachia: 39 dev -> 40 dev is possible with a single development. But Wallachia is usually better as a vassal early, especially with the mission reducing AE.
Eastern Med Islands: 39 dev -> Requires to take lands from 3 different countries, and then to develop to 40 dev.
Serbia: 34 dev -> difficult and not worthy lands to develop on, except maybe Belgrade (cloth)
Erzurum: 32 dev -> only mountains there, but still one has copper on it and the state might get developed to 40 dev overall.
Morea: 29 Dev -> 3 Janissaries after one dev invested (probably taxes for the dhimmis). For 50 MIL, this doesn't seem like a worthwile trade.
Bosnia: 25 dev -> same as for Serbia
Nothern Greece: 22 dev (31 with Corfu, which isn't conquered early usually) -> not worthwile again.
Rascia: 20 dev -> One could go crazy on the Kosovo gold mine and pump it to 13 prod to get to 30 dev overall. But it's still only 3 Janissaries for 50 MIL.
Albania: 15 dev -> same
Western Aegan : 14 dev -> same
...

So basically, if we take the usual early Ottomans expansion and traditional recruiting grounds for Janissaries, only 3 states will provide a reasonable 10 MIL/janissary return rate. For a grand total of 16 Janissaries regiment (and 150 MIL cost).
Afterwards, most states require to develop to get to at least 40 dev, which doesn't really seem worthwile.
 
Is it possible to get the formation requirements for Rûm now (provinces/tech/governments ect.)? I am a huge fan of AQ so I'd like to know if they can form them without reforming, because after all they are a tribal government.
 
Oh yes! I've long hoped to see the janissaries units!
Grand vizirs and Pashas were also often general of the empire, will appointing a general from the pashas be possible? Will the Sublime Porte get some mil tradition bonus from having a number of pashas?
 
Sounds great this expansion, but I have one question: will the AI Ottomans finally be able to defeat the Knights? :) Maybe it's only my personal experience, but almost everytime I play the big nations have problem with invading isles such like Rhodes or Crete. It would be grate if the mighty muslim empires could finally deal with small island nations himself :)

well historically the conquest of Rhodes was really hard and they even failed at sieging malta...but i see your point :D
 
What about Palestine, Judaism and Hebrew culture?
There should be at least Judaism and Hebrew culture in several provinces. I do not even mention the Kingdom of Israel. If you have already repaired the whole region then you should do it well.
 
I like the sounds of this expansion pack, hopefully I'll get some good luck and be able to form Rum and try colonizing. After all, which Bohemia colonizes down undah it's Czech Mate and when Rum colonizes....... I haven't thought of anything yet.

What? In what world were there ancient Hebrews in Palestine in 1444? And do what?
 
Could you make it so that The Ottomans change into Rüm if the Osmanli dynasty dies out?

Several? It didn't even exist as a united culture, and ery few were in palestine. You could creat Renanian and Sephardic cultures but they wouldn't be the majority in any province at the game start
