Map Stuttering and Frame Skips on Really Beefy PC EU4

It's a EVGA GTX 1080 Ti with dual fans and external aux fan. I am paranoid about heating so I make sure it doesn't become an issue I cannot handle.

CPU seems to be running stable between 25-30%
The disks 0,1,2 seems to spike at times, but seems to be linked to other stuff and not the issue at hand
GPU seems stable around 32-25%
Memory is sitting at around 7.2Gb perm as the game runs. Not moving anywhere regardless of what I do in game

EDIT: The issue was at the start of getting help multiplied vastly when in MP. Not sure if that may be an option for you to join a hosted game and see if that is still a thing?

Sorry, I'm having a little trouble parsing this ... you are saying the problem is worse in MP than SP? In what way?

I do believe you have this problem as you describe it, I don't need to see it to be convinced you have a real issue! But by all means post a link to the video of the issue you mentioned before.

Yes. They I found this was a bug for me was when me and a buddy tried to play MP. The issue with lag spike/stuttering on the change of day was 5 times worse then in SP. In SP I can play aslong as I stay on 2 speed or below.. anything above and it's just horrible

Oh I wasn't implying you didn't think I had an issue, it was just that the issue get so much worse in MP that it wanted to check with you to see if that was still a thing.

We are having many reports of performance issues in 1.30.1 , although more slow time passing than the hiccups you see. Has it changed anything for you?

I assume in MP only the host gets it, as the other players' machines are barely involved?

Nope. We got got it regardless of who hosted. Only I had the issue in SP. So that might not be the same, but the marking seemed same as it only was on the shift of the days ingame

EDIT: Tested now and it almost seems the issue got worse. Instead of just a small stutter it's now a bit longer on day change

One of the others reporting this found if they put Steam in offline mode it helped, weirdly.

Constant Stuttering

I've been playing eu4 for a while now, but just created my account to try and get some help with this recent issue. For a while now I have had a problem with constant stuttering from the start of about 1445. The game can barely go a second or two...

Tested offline mode. No change.
Going from wired to wifi is not an option as I have no antenna installed on this computer

I think maybe ill just take a break from trying to figure this out for a while and return to EU4 at a later time

Sadly i have the same issues as the OP mentioned. Tried all advices given so far, but no success...

i5-7600K
Rtx 2070
1TB SSD
Main Monitor Dell S2417DG 144hz (g sync on/off same problem)

Right click on eu4.exe , properties, compatibility. Tick the Disable fullScreen Optimisations box, apply that, exit. Edit settings.txt to say refreshRate=60. Then set the game to fullScreen in the launcher, does that change anything?

Was not always like that. But I haven't played it for a while.

CK II yes, other games not installed right now.

Does not affect Menu. Stuttering happens when you unpause (Start at 1444) and moving through the map, also affect the sound. fps are 60+

Changed nothing.

Right click on eu4.exe , properties, compatibility. Is it set to enable Win8/8,1 compatibility in there? If so please remove that tick, apply and exit.

And in the Windows search box run msconfig. Go into Boot-advanced, if number of processors is ticked there, untick it - save - reboot.

What if you make a new Windows user and install and run the game from there - same thing?

Same happens to me with a 9900K at 5.2ghz all core + 3090 + 32gb 3600mhz CL16

edit: 240hz monitor. but tried every refresh rate from 60 to 240.

I'm a little late to the party but I had the exact same problem with all my PDX games. Constant stutter and lag in IR, Eu4 & Hoi4 despite them working fine in the past. What fixed the problem for me was reverting my gpu driver back to an older version and than updating it again. Very strange... But it worked regardless...

I had the same problem after an update with AMD Radeon. I disabled all the features like sharper textures and my games were back to normal. Maybe you have to play around with the settings a bit and see if it makes a difference?

Not sure if this is the same issue, but I'm playing on Manjaro Linux and ever since the latest update it has these black lines moving constantly across the screen. No matter what I do I can't get rid of it, and because it's moving it makes me go insane as my eyes quickly tire out trying to distinguish between provinces and countries.
