Description
As reported in a earlier bug report Vichy France could not progress down tree due to not having Phillip Petain as leader, he is now the correct leader but still cannot progress down tree due to still not being Phillip Petain (note: I did not see the fix in the patch notes so if it still in the process of being fixed please ignore)

Guys,I found a fix.
Go to national focus of Vichy,and remove the “available” condition for the focus.Since the focus uses a assign trait to leader,it still means our so called”fake Philippe pertain” still gets the emergency powers trait.
