Some Imperator Rome achievements not unlocking

So I just fought Rome for the to little slivers of Iberia they had and formed Greater Iberia. I didn't get the achievement for Forming Greater Iberia or achieving Government rank despite the pictures below saying I met the criteria. But I did get the achievement to build a wonder long after I built mine. Any solutions or am I just shit out of luck here?

Try reloading and opening/closing the achievements window in succession. There seems to be a standing issue of achievements not firing when they are, well, achieved...

And then repeat to get Steam to register them too

A bit of topic but it is really strange how the imperial ambition is considered a more difficult achievement than Iberia Universalis... if you do the Iberia Universalis one you also have to get imperial ambition...

The Imperail Ambition is pretty quickly achieved if you play any of the Diadochi half-way competently. Or Maurya.

The lock on the icon means that you have somehow invalidated your game for the purpose of getting achievements (you don't fulfill the potential requirements).

Check that your game is in Ironman, that you don't have any mods active, and that the checksum is correct. Even if you think you have already done that, do it again.

Now seeing the reply only the top part of the image appeared, and I noticed that it's past the end date, so achievements are no longer available.
