so when i create a mod in epic games go to the mod folder there is a winrar file but when i try to do anything with it it says that its broken

Is the "winrar file" called "descriptor.mod"? You can open it with a text editor to change the metadata of your mod(e.g. its name or version). But what are you trying to accomplish? Are you really trying to create your own mod or are you trying to use a mod which others have written? If you want to use the mod of other people, you have to subscribe to it on the paradox mods website or use a manual download which the mod author provided(don't use the manual download on the paradox mods website, because it gives you a non-functional version of the mod).
