0.125000 warships?

I looked in my savegame just after i annexed modena to see how much bb it gave me. I looked over all my country and found something strange:

I have 0.125 warships and 1.825 transports.
How is this possible? does i have a little wood floating next to my boats?

My guess

is that the fraction denotes the warship strength. That is, the warship(s) have suffered some damage and amount to the strength of less than one full-strength unit.

Attrition for boats

They did suffer some attriation while waiting 10 months for me to recapture milano.

When (if) they get to port, they will be rounded up to whole numbers.

I got to think of attrition, it is like anorexia, it takes a while until you round up again.
