[0.9 Bug]Playability Issues with the Night's Watch (AFFC Spoilers)

Simply put, I cannot play as Lord Commander Jon Snow, as the following message always pops up:

I have all of the latest DLC to date, so playing as republics normally is generally not an issue, and all "proper" republics (Free Cities, etc.) are still playable for me.

Additionally, the message occasionally shows up for other Lords Commander of the Night's Watch as well (as shown below), though not consistently; switching back and forth between scenarios seems to work whenever I encounter the issue on other characters, but does not work with Jon Snow at all.

It does let you play as them if you switch characters using the console, but yeah, it is annoying.

It's a screwup because they hold the city south of the wall. Mormont is your best bet for the Wall.
