There are 4 HQ (Gruppenkommandos are HQ, because as the Wehrmacht grew they became Heeresgruppe and eventually Armee)

* Gruppenkommando 1 --> Heeresgruppe 1, Berlin: --> 2. Armee --> Heeresgruppe Nord
* Gruppenkommando 2 --> Heeresgruppe 2, Frankfurt: --> 1. Armee
* Gruppenkommando 3 --> Heeresgruppe 3, Dresden: --> 8. Armee

...and 24 Inf, 3 L Arm, 1 Kav.

Beautiful work, especially the Luftwaffe. Did you get the OoB of the Luftwaffe from http://www.ww2.dk/? The Luftwaffe, 1933-45

I would suggest that you enter also the Hiersdienststelle 1 thru 11. Use Infantry 1916 (most were later brought into the Wehrmacht from the Grenztruppen.

I also agree with you that the Luftwaffe units should be gruppen rather than geschwader. Only in a few occaisions were all the gruppen of the geschwader assigned to the same Flieger-Division or Flieger-Korps. I have reworked all the aircraft divisions to reflect this by dividing the cost/manpower/land-sea combat effectiveness by three. Air may remain the same since all aircraft will be equal.
