I was playing as game as Finland, got my teeth kicked in by the Soviets. Had like a year of peace and rebuilding after that. And after that is where my issue starts.
Germany starts to justify war goals against me, France decides to guarantee my independence. Germany declares war on me, France says "Oh hey, now you're a part of the war effort against the Axis, great!" I deny all requests to join the Allies, but for whatever reason I can see all of their units, and we can move freely on each others lands. The game still says I'm unaligned though, so I shrug it off and continue on. I justify a war goal against Sweden, and eventually declare war. They immediately join the Axis, but whatever. Oh wait, that turns my Finnish-Swedish War into the German war to take Danzig. I roll Sweden, but Norway took some of Southern Sweden before I could get there. That just ticked me off, so I said screw this, I'm going to turn commie, join the USSR, and go to war with the allies. I justified a war goal against Norway. I was able to click "Declare War" and the window popped up saying Finland has declared war against Norway..... and nothing happened. The war never started. Then I look at what my progress is like for being able to join the Comintern, and I notice since they're at war with my "allies" I have a -1k modifier for being able to join it.... So I was left with formally joining the allies and attacking the USSR so I could do something, or just sit in Scandanavia twiddling my fingers being technically unaligned and unable to go to war with Norway.
I thought this game was supposed to have more freedom to it, but it seems more restrictive than previous versions of HoI.
TL;DR - France forcefully guilt tripped me into joining the Allies.
All DLC, no mods. I guess this isn't a bug, so much as it is a "feature" but it sure as hell feels like a bug. Steps to recreate, Germany declares war on a minor nation that France (or another major allied) guarantees independence. Because of the wars merging, you're forced on the Allied side of the war. Even if you don't want your wars to merge and don't care at all about what the Allies are doing.
