The Drifting Clouds mission doesn't account for the way travel can be limited by the arms in a spiral galaxy, as can be seen below. Three of the systems I need for the mission are in my arm, but the others are stuck in other arms, and are effectively blocked off until much later in the game, as best I can tell. (Unless I eventually get a tech that lets me jump from arm to arm, which I have no indication exists.)
