I colonized a fallen empire system before extablishing contact. When contact was established almost 10 years later they demanded, (with some more delay the first time, immediately on reloads) not only the offending colony but almost all of them.
Two things seem suspicious - being able to colonize there without any warning in the first place and the distance of some of the abandoned stuff from their border. Not sure if it is a bug or a balancing problem so feel free to delete the topic.
