I guess this has been corrected long ago, though it is very important so I mention it again...

Foreign IC bonus from ministers and ideology (for the latest I am not sure) does not work properly. It rather work as a malus.

Yes, that is fixed in the patches. If you have some reason to want to continue with 1.02 (to finish a game in progress, say), then you can edit the minister files to remove some "-" signs in the obvious places.
