Hey!
I am in the year 1857 in a campaign game as Prussia. I have been noticing laborers and farmers in my factories. If I click on them and then upgrade them to clerks or craftsman they disappear. I don't remember if my clerks or craftsman already in the factories grow in POP size. Did not pay attention to this. I Will in the future. Is this a bug or WAD? :confused:

AFAIK they dont get their everydaygoods or life goods. So they devolved to laborers/farmers. Thats my guess. I've seen this happen a lot now.

Same problem.

I have 49% tax for all types and no tariffs. Still some of my craftsmen/clerks devolve to farmers/labourers. They stay in the factories...

I checked the needs of the clerk pops, and they can't get enough grain and liquor. My labourer can get enough of it though..
 
It looks like it's the clerks that keep devolving.......
I've got taxes set at 31/32/33 respectively and tariffs set about 1/3 between 0 and + and NONE of my POPs has any cash, and the clerks cannot get their Life needs - they can't get grain - abundant on the WM - and liquor.

Yes. I even tried setting the taxes for the clerks to zero and as much subsidize (negative tariff) as possible, the clerks still can't afford liquor. The other POP types seem to be able to afford liquor...

What are the exact rules for POP devolving?
 
Bleh - I'm shelving this game for now.
I've been fiddling around with Prussia all day long, can't manage to get more than $10-$15 per day, and that's with Defence, Social, Crime, Army/Navy Maint at minimum, education at 50% and the above tax rates.
I'm not having any fun trying to figure out why my clerks are devolving, and kinda PO'd that I have to go routinely check each state to see if any have.....
It's 1846, I know the war with Denmark is coming up, and that will put me in debt at least $50,000 - which will take years to pay off, and constant clicking of the "Payoff $100" button - bleh!
Maybe when UMP for 1.03 comes out I'll play again - 'til then its EU2.
 
Shelved my Prussian game and started a game as France and I don't seem to be having this problem. I wonder if it's a Prussian bug? :(
 
I don't think it is so much a bug as it is just a bad setup for Prussia.
Prussia starts with four factories - explosives, ammo, arty, fertilizer - that are all impacted by a sulphur shortage.
In another thread somewhere, somebody suggested changing some province resources (specifically - Breslau to sulphur, and Leignitz to iron).
I made the changes in the province.csv file, started up a game as Prussia, and am doing fine....so far! ;)

Nope! Just had the same problem playing Russia. Farmers/labourers in factories, and POPs had no cash.

Had Rich Taxes at 6.25%, 0 Tariff and all they could afford was
39% Subsistence Goods, 0% Everyay goods & Luxury Goods and they still had 0 cash reserve.

There were a lot of items on WM and I even carried a lot in inventory as I didn't care about tariffs.

Edit: I left these settings the same for 9 months to see if it would help but they still didn't get all needs or extra cash.
