First thing to try is renaming your AVI folder to AVI_Back.
 
Make sure you have the latest deivers for everything, If that does not work, wipe everything to do with HOI from your system including deleteing all folders and clean the registry.
Then reinstall and just apply the official 1.03 and see what happens.
