Game is currently unplayable for me after the 1.03 patch. An hour before installing the patch the game worked fine under 1.02. When I installed 1.03 NA and tried to start a new game under any scenario the game crashes to desktop when trying to load the scerario.

My CPU:

Athlon 1800+ XP
Win XP Pro
1 Gig Ram
Radeon 7500
Soundblaster Gamer 5.1

I uninstalled the game then reinstalled before applying the patch.
 
Where did you get the NA patch from, which site? and how did you install it?
 
I don't remember which site, it was just one of the many that hosted it. I unzipped the file into the HOI directory and overwrote everything that was needed to be overwritten.
 
I thought there was registry issues that need to be changed?

My only thought is to wait for the official 1.03 NA patch to be released from SF.
 
Uninstalled, cleaned my registry, installed the official patch and the same thing happened. Oi Oi this is rather annoying I really want to play!
 
At what point does it crash? Initializing sound, Globals ...

Does it just crash to desktop or lockup or what?
 
As soon as I click on Start the screen goes black(it usually did this before then it would go to the intializing screen) but before that screen comes up it immedatality closes itself and I'm back at the desktop.

Edited to add : Okay now this just got weirder. I usually play at 1024x768 which is my normal screen resolution. I changed the resolution down to 800x600 in the HOI Game Settings after trying the really big one and turned sound off. Well the game just loaded fine in the 36 scenario(boy does 800x600 look like crap though). Now I didn't update nor change any video or sound card drivers inbetween installing 1.02, which worked fine, and installing 1.03, so what in the world could be causing this?
 
Okay now I know how to fix your problem. :)

Rename your AVI folder to AVI_Old

Now you should have no problems.
