[1.05] Loyality of new vassals

According to the patch notes of 1.05 new vassals are alway 100% loyal.

However, I recently granted a fief and the new fiefholder started with a loyality of 7%.

That patch note means that if you vasallize someone by the diplomatic option or they pledge fealty to you, then they will have their loyalty at 100%. On the other hand when you give land to a courtier, they may have any loyalty, if their loyalty has been altered as a courtier.
