When the Dutch capitulate in 1940 (basically unavoidable, I guess) an event fires. This deletes all existing land units, even those abroad or on transports on their way abroad, including those in the Dutch East Indies. Those, historically, had no reason to surrender as even the troops in the mainland province of Zeeland, in the South-West, fighting with the French, did not fall under General Winkelman's surrender. This, imho, is a bit too aggressive. Moreover, the line which you click on gives a "string wanted" or "string not found" error.
Also, I noticed that after that it became impossible to assign officers to land units. This problem resolved itself after saving and reloading however. I do have a savegame of that problem, which might or might not be related.
