The major change in text.csv I believe is support for the new 'Liberate Puppet' diplomatic function. You can probably figure out how it works without that text or translate the new lines and add them to your text.csv (posting the translated lines would be helpful for others in the same position). The lines start with:
VASSAL_ (5 of these)
LIBVAS_TITLE
LIBERATE_PUPPET
 
I HAD ALREADY TRYED TO CHANGE TEXT.CSV WITH ANY RESULT (CRASH).

BUT NOW, SPUR ON BY THE FACT THAT YOU ALL WERE SURE. I MAKE IT AGAIN BUT THIS TIME WITH A NORMAL TEXT EDITOR (BEFORE WAS EXCEL) AND IT SEEMS IT WORKS !

THE SAME HAPPENS WITH UK TEXT.CSV.

DOES IT HAPPEN THE SAME TO YOU ?

I see the same partial white/partial black text. I would consider this particular feature to be 'beta' in this patch. There seem to be a number of bugs with it and I think it is supposed to make the released country into a puppet which it does not currently do.
