I've just noticed (in this thread) that the game only loads Ill_prov_*.bmp images in a moddir if an image with the same name is present in the vanilla gfx/interface directory (in this case it loads the correct version from the moddir). However, if there is no file of the same name, the files added in the moddir are ignored. This happens in 1.04 as well as in 1.06a3. I assume this isn't WAD, is it?

This has been a "feature" of Hoi2 for a very long time but the devs are working on it. At least this should not be true for leaders anymore. AFAIR you need a (blank?) file of the same name in the standard path to get an image loaded from moddir.
 
You're probably already aware of this, but I'd like to point out that Unit Counters have exactly the same issue (If nobody stops me, I'll post further occurrences of this "undocumented feature" when I discover them).
