Background: CORE separates country events by hour of firing, Some countries are set up to have their events fire in the early morning, others from the late morning to early evening and some use the late evening for their events.

Observation: Events do not always respect their set hour when firing. Events with a single date are firing fine so far, others with a date range and offset specified are only fine if their trigger conditions are met when they become active. If the trigger conditions are not met when they become active, these events are then often/always triggered at 0:00 hours instead of the hours set in the event.

I'm sure this was not an issue with Armageddon but I'm not really sure if this was an issue with AoD 1.04 (or earlier) or something introduced with a later patch.

It's the same since HoI and not a bug. Those events become active in the hour set in the event but their trigger will always be checked at the time the game was started/saved/loaded. E.g. if you load a saved game that was saved at 3 a.m., every trigger check will take place at 3 a.m.
