I have encountered a minor version of the "infra is not upgraded while at peace" bug that was fixed sometime in 1.06:
When Germany annexes Austria, an infra upgrade in Vienna that Austria managed to complete just a couple of weeks before Anschluss and not work up to full value is not upgraded by Germany after takeover until at war.
