When building infrastructure in a province it is often only possible to build one short of full. Then it was necessary to check the build queue and increment the last, which would work if nothing was yet built. That was as of 1.07

Now it takes twice as many builds to build the same infrastructure (2-1) and it still comes up one shy in the queue. However if you try to increment the last build it resets to the max (1-1) number. This means that you can only queue 90% of the build and have to wait until the whole build finishes and come back to build the last piece of infra.

I did, directly in the province. It only allows me to queue all but the last increment. Prior to 108 I could fix that in the queue, not anymore.

So, some things changed with 1.08, the number of increments doubled, it's no longer fixable in the queue, and now it happens all the time instead of occasionally.

The issue here is three-fold.

1) When trying to build to 200 Infrastructure - sometimes it stops at 195 and you either have to end the serial then and make a new one for the remaining 5 (meaning you loose all that gearing) or you cannot add another serial at all. This seems to happen at random and for all nations.

2) When trying to build to 200 Infrastructure you have to do it via the map. Since in HoI2 infrastructure went up in 10s, when they changed that to 5s, they didn't fully think it through. You can (normally) add the right number of infra serials on the map. But if you try it on the production screen, it assumes each infra serial adds 10 infra. I.e. let's say you have a 100 infra province - you can only add 10 infra serials on the production queue (i.e. getting the level to 150) or you can add 20 infra serials via the map. But this brings another issue - after adding the 20 infra serials via the map, then for whatever reason you try to edit this in the production queue, it will automatically cap it at 10. (i.e. you want to reduce the serial from 20 to 19 via the production queue, but when you try doing so, it goes from 20 to 10).

3) The AI sporadically adds Infrastructure builds in provinces that are already at 200. Luckily this is not game breaking, it just leads to the AI wasting endless IC on serials that will never finish.

I am far from sure, but this may have been added in 1.08 and may therefore not happen in 1.10.

I would also like to add

4) Serials of buildings that have already completed a few units cannot be properly increased in lenght. "size" of the serial is limited to maximum possible size on the map minus "size" of the building on the map. Instead "(size - done)" of the serial should limited to the maximum possible size on the map minus "size" of the building on the map.

So if you start a serial of 2 nuclear reactors, finish one of them(Done=1), get the tech for max_reactor_size value = 3, than you cannot increase the size to 3. If the first unit of the serial would not be finished yet, than you could increase it properly.
 
Ought to be fixed (cannot test right now; need to get stability testing of 1.10 over first).

If another RC for 1.10 will become necessary, this will be in. If not, it will be in the first Snapshot for 1.11.

Sadly this is not related (in the code) and so not yet fixed. I noted it down though, so you do not have to create an extra thread for it.

addendum: Noted that in some cases, it is possible to add a superfluous Infrastructure development at 200.0%. I had assumed that the rounding errors would be stable, but obviously they are not. Aware of the issue and will fix (though likely not for 1.10, unless something else sufficiently big for another RC comes up).
When building Infra to hannover in CORE you build to 200.0 and it finishes. However you can still build 1 more in that province.

But if you let the brits bomb the city, province repair will get it to max. Also appers saving and loding the game will fix the extra unneeded infra build.
