I've noticed a couple things that may be bugs... got the 1.08 North American patch installed (with a 1.07c NA release CD)...
1. Can't make ships go into port in Viti Levu (One of the South Pacific island provinces). There's a port symbol once I colonize it, but when I try to command ships to anchor in this province, I get a little red X, just as if it had no port. Had this happen playing both England and France, if that matters.
2. My new explorer ships ALWAYS appear in Provence (when I play France), even though I have several port provinces and often even shipyards on the Atlantic/Channel coasts. Historically, wouldn't it make more sense for at least some to appear along the western coast? Same thing happens in Anglia as England. Both of these nations have lots of ports... the explorers should be spread around.
Also, one concern - it's nearly impossible to play smaller nations like the Palatinate, Lorraine, or Scotland successfully, as expanding militarily gets you into badboy fast and is also prohibitively expensive, diplomatic expansion is all but impossible (having tiny funds for gifting), and if you are landlocked or Catholic there's nothing else to do. A lot of this could be alliviated by allowing cheaper army recruitment - is this possible? (Reducing infantry costs from 8d to, say, 5d, for example) I used to be able to make do (in 1.07c) by taking loans and purposely running bankrupt after building a huge army, but now bankruptcy just makes it worse.
