Using the arrows to increase the serial production number occasionally breaks the queue. I can't increase the queue seen in the picture attached further than 13/13, for example. Also notice 13/6 oddity

This has happened in 1.07, too. If you have started from 100% and have built up infra to e.g. 120% and you want to increase the production line to 200%, it seems that AoD is calculating 120% + your max. production line (in this case 100%), so it will allow you only to increase your infra production line to 80%. This means that you can only add 60% to your existing production line and have to start a new line for the last 20%.
 
I have experienced this too, in 1.08 and 1.07.
 
I have seen this problem only with infra, some parts of the production system do not take care of the reduced incremental build steps as defined in building_costs.txt.
Example: Oppeln has 80 infra and predefined 14 steps in production, I can't raise it further but it's reducable. Once it's reduced to 11 it's raisable back to 12.

If you accidentally decreased production and can't raise it back in the production menu, click on the province on-map and increase production via clicking on the infra symbol.
 
I've had it where you can't raise the production back by clicking on the province on the map as well as not being able to do so in the production menu.
