1.11.0.1 - assortment of error spam in observer games

Description​

I've been testing new features for my mods in 1.11 and noticed a nasty amount of errors being spammed over and over again in the error.log while spectating AI-only observer games. I couldn't make a connection to my own mod, so I verified my game files and ran the *same* save file without mods. Without fail, the attached errors would show up.
I tried the same in observer games with and without mods enabled and noticed that those errors would start popping up after a good amount of time had passed. I have no idea under which circumstances these errors appear. I have tried killing all rulers via script, but that did not stop these errors from occurring.
My mistake, but I didn't actually keep any save games without mods which were producing these errors. But from my experience, they will eventually turn up reliably and reference the same lines.

Steps to reproduce​

Run the game in observer mode. Then let it run for years.
