I cant seem to run the file overwrite---getting the critical error message: cannot find excel file.
Any advice on how to get this properly downloaded?

I don't understand the "run" part.
There is nothing to run.
Unzip (extract) the file into the EU2 directory.

He's saying that he's clicking on the hoi1.5b.exe file, which of course as you said he needs to unzip/extract/copy them into the game folder. 
Ah! I see he is unzipping the files into another directory and then trying to run the game from there. Yes that is the incorrect proceedure. Unzip and overwrite the original files with the new.
K.....Im having the same problem too......I wish they would include detailed instructions with these things.....every other patch you just click the .exe file why is this different?

Select extract all in your winzip or the one built into Xp, then when it asks you for a path to unzip it to. browse to the HOI directory. (or enter it directly if you know it).
When the program prompts you to overwrite the files, select yes for all.
