1.9.2.1 : AI characters may scheme against characters outside their diplomatic range, and you can imprison them even if they are nowhere near your court

Description​

Im playing as Brittany and this guy on the other side of the world, clearly outside of diplomatic range, can scheme against characters in my court. This should not be possible. I do not know when the scheme was started, perhaps the character moved east after starting the scheme and it wasnt frozen or cancelled. But there should be more checks to prevent this from happening.

I can even arrest him even though he is on the other side of the world, and he does show up in my prison.

He is not the scheme owner, but only a Agent, so there is an Bug here, for sure, but the Bug is, that an Agent is not removed from the Scheme, if they move to another location.
