1.9.2.1 : AI vassals refusing to pledge themselves as defenders to a directed Great Holy War (Jihad)

Description​

When the AI declares a directed great holy war such as Jihad, AI vassals for the defending faith will not pledge themselves as defenders to it as seen in the attached save.

I have tons of vassals of the same faith, and they CAN click the pledge button when i switch to them...but they will not do so. I suspect theres something wrong with the popup event that gives the AI a choice of pledging as a defender.

Steps to reproduce​

1. Start a directed great holy war such as a jihad using debug mode.
2. AI vassals will not pledge themselves as defenders

You can see this happening in the save as the Jihad has just been declared. Not a single AI vassal has pledged themselves to defend.

Interesting, it doesnt make sense that vassals are prevented from pledging as defenders vs a jihad, but can do so vs a crusade. And the fact that vassals CAN pledge as attackers in a jihad makes it very unbalanced. I wonder if they disallowed vassals from pledging from all GHWs at one point and removed it from everything except Jihad defenders by mistake.

It just doesnt make sense as a feature since it virtually guarantees Jihads will vastly outnumber the defenders if vassals are prevented from pledging as defenders.
