[1.9.7] Opium wars and Opium crisis journal entries are broken

Description​

If any state opposes China, has treaty port in its land or forces it to open market, Opium Crisis should happen, resulting into decrease of Fragile Unity bar. However, at least one of journal entries related to these events is broken.

As you can see from screenshots attached, Great Britain has won Opium war and enforced treaty port. But Opium wars journal entry is not considered as completed, despite it should.

Chinese journal entry Opium crisis also does not fail, despite the fact that GB won the war, enforcing treaty port.

Due to this China always successfully remove opium addiction and maintains stability, as journal entry completion is considered as chinese victory in opium wars and prevents some other crises (and disables some journal entry options to Russian empire, as Fragile Unity bar is stuck at maximum). It also removes opium obsession from Han and makes GB and British India less economicaly effective due to reduction of income from opium.

Steps to reproduce​

1. Start playing as Great Britain
2. After Opium wars journal entry appearance start diplomatic play against China, enforcing treaty port against it.
3. Win war and enforce treaty.
4. Check journal entries.
5. Observe China, wait untill its journal entry is finished. Verify that it it considered as chinese victory and Fragile unity bar remains high.

I have tested this bug a bit more, and found out that treaty port, which Great Britain receives as war outcome does not belong to chinese market, until you reload the game save. Reloading it triggers adding treaty port to chinese market, this triggers completion of Opium wars journal entry.

Still remains a bug, but probably devs also need to take a look how this treaty for treaty port works.
