The retirement of exp forces is not calculated for the one giving the forces but for the one receiving them. This increases the retirement of the german manpower even more.

Maybe the retirement could also not be increased by manpower increasing ministers. In case of Mao those ministers will make him even lose manpower on a faster rate as the increasement of manpower gain is lower than the increasement of retirements.
