108b5 ai uses negative reinforcements

infrastructure = 0.5000 
reinforcement = 0.5000 
upgrading = 0.3500

This is what i had written in almost all ai files. Is it possible that those settings cause problems? I had seen the german ai make some negativ allocations for reinforcements.

That was a nasty bug introduced when I tried to fix the reinforcements bug Thanks for catching!
A new exe with a fix has been posted on Beta5 thread.
