109 beta patch 3

Use this patch if you have 1.8 installed. If your already into the 1.9 you can instead use Pang set of change number 27 The files much the same its just that Greece , Portugal and Hungary has been updated.
I have also included Pangs. newest files this beta. It looks like the patch will be unofficial at least in the first run.


*Beta has updated today(19.10) with Pangs set no27. more ministers leaders and Tec-teams for Greece. More leaders and ministers for Portugal. minor changes for Hungary.
I made minor update with invasion of Scandinavia so that I should have the same file as Pang.

i noticed the following issues with the patch;

game balance; all (ai) nation overproduce infra, rendering them too weak to resist any human player, soviet and usa can due to their late entry manage to survive despite this but both nations are still vulnerable until 41, the soviets also have the disadvantage of building a lot of infrastructure to aid germany's logistics should it attack early (and by early i mean prior to jan 41) further the soviets cannot manage to defeat finland and the baltic nations until late 40, 3 games in a row, 1 game where the soviets managed to defeat finland by spring 40 and the baltic nations by july 40

usa is not affected as hard as it has more time to build the infrastructure that it starts with but it one of the few exceptions
