Athlon 1.33GHz, 1GB RAM, GeForce 2MX, NVidia 44.03 drivers, 16-bit color, 1024x768 desktop resolution (monitor easily capable of 1280x960@85Hz), Windows XP sp2 ENG, DX 9.0c.

No 1280x960 option in settings.exe - only 1024x768 and 800x600. When I change the resolution in settings.cfg (either 1280x960 or 1280x1024) the game gives me CTD after clicking start button after choosing country. AVI folder changed for AVI_back. No anti-virus, screensavers, firewalls etc running at all, I even killed emule, opera and totalcommander. The same thing with Europa Universalis 2.

Doesn't bother me now very much, but this month I'm changing for LCD with native 1280x960, so help me with this problem please.
 
There are only three options for game resolution: 800x600, 1024x768, or 1280x1024. It can't run at 1024x600, 1280x960, 1600x1200, etc. If 1280x1024 is not available in settings.exe then your system won't run that resolution and changing to it manually by editing settings.cfg will cause a CTD when the game tries to change to it (menus always run 800x600 so they still work). Is your monitor supposed to be capable of 1280x1024? If so then Windows isn't recognizing it correctly.
 
I would say you did not have the newer driver cinfigured then.
