I got an event (1937 Depression or something like that) that increased dissent and said the 1938 Economic Development tech was available, but it is still X'ed off when I go to choose it. What's up?

As Kezardinjnr notes, the US 1937 Depression deactivates the 1938 Economic Recovery tech, to represent that the US economy actually went backwards at the time. It'll become available again in IIRC 1939 or so, and needs to be researched before the 1940 Presidential Election in order to elect Roosevelt.
