According to wikipedia Indonesia achieved it's independence in 1949 as you can read here:


And they controlled western Papua-New Guinea since they were the colony of Dutch East Indies as it can see in the map here:

It's true that some Dutch troops stayed in Indonesian land until early 60s but for that date, Indonesia was completely independent.
