Both in normal game play and then, later, when I triggered the event 4001 in province 14 by console, Saguntum will not be culturally converted. All other provinces have worked as expected with the same event.

Edit--and I am an idiot, because I don't think that event changes the culture at all but rather reduces barbarian presence. Ugh. I apologize.
