What do you mean? Strategically deploying garrisons has no effect on their upgrades. I think they can even be upgraded while being redeployed. The supply stockpile of units is hardcoded naval units have 28 days supply while land units have 14 days supply.
They can indeed. Only changing their current stockpiles does not happen while not on the map. As most upgrades increase the max stockpiles that will reduce the current stockpile / max stockpile ratio.
That is not quite true. For 1.09 i increased the max stockpiles of transport flottillas.
Also the 28 days for naval units is false in fact. The 28 days are for brigades to both land brigades and air brigades. The 14 days are for land divisions and air brigades.
Naval divisions have 90 days of supplies, naval brigades 180 days.

Thankyou for the corrections. What does that mean for land divisions with brigades, how many days stockpile do they have combined?
If the divisions consumes 1 supplies a day and the brigade consumes 0.5 supplies, then the brigaded divisions will have 14 x 1 + 28 x 0.5 = 28 supplies. That is enough for 18.66 days at rest or 12.44 days of movement or 6.22 days of battle.
It should be noted that brigades have no stockpiles, they only increase stockpile of the divisions they are added to.
