2 possible bugs

Hey guys just downloaded the game over the weekend. I really love the new features. However, in two of two test games something odd has happened.

The Soviet AI DOW Germany while Germany is in the middle of invading France or just after France is finished. Is the non agression treaty for the M-R pact not working correctly?

One additional bug I think is partisans. In a test game I was allied with Hungary as Germany, while I was busy preping to invade France Hungary DOW on Yugoslavia, I had no troops on the border so I lost a single border province, after taking the province back I noticed that it had 5 partisan activity. Is this correct that after taking back one of my core provinces I should ahve partisan activity in it?

BTW it would really be nice to have something like a collected bug list or at least some release notes for the patch 1.03 available. This would also avoid double and triple posting of bugs already known or fixed.
