The first is the Pre-War Dive Bomber and Lvl 1 Dive Bomber (at least for Germany) have the same attributes {range, att, def...etc)
The other possible problem is the triggers that evolve from capturing paris. I'm not worried about the u captured paris trigger. Just the French Equipment trigger. All I had at the time was a 1 wide path to paris and I get that event pop up. When the event popped up for Poland I had annexed them. So I figure either wait for the annex or vichy event to trigger this event for france.
