2 questions of modding

Ok, two things I am interested in. First, is there any MOD out there that allowws you to look at other countries domistic policies in game?
]and secondly, is there any way of monarch editing? is there an editor i have to download or is there any easy way? if niot, if it possible to eliminate the monarch factor from games?

The first one is a clear "no". That is not possible.

The second is a maybe, depending on what you want to do. There's some info on monarch files here. If you want to eleiminate all monarchs from the game, you can create a new monarch file for each country with one single monarch named e.g. "The Ruler" with the same stats.
