2 Questions:

1. Ive seen references to adjusting the military budget, higher or lower depending on the peace/war status of your nation. How?

2. Anybody know how to remove the 'no tech improvements' for the Inca, Iroquois etc?

1. top left corner of your screen, you have an anchor and a little military men's head. click on them and adjust the sliders.

I believe tech advances are only possible for countries located in the right parts of the world (i.e Europe and Near East) and if they are not pagans.

So if you want them to advance, you have to make them be (at least their capital) a different religion and adjust the province.csv of their capital to a non Reast-of-the-world spec.

However China nad Japan are also pagan but do advance but can't build any buildings

You're right, to be fully functional (or more truthfully have all growth options), you need to be non-pagan and have your capital situated in what the game thinks of as Europe or the Near East.
