DLC used: all of them, for both games

Mods: 1 flag graphic mod

Description: When using the CK2-EU4 converter with the latest EU4 Austrian patch, ideas for most European countries got generic "European tribal" ideas instead of their unique ideas. The only exceptions are Cologne and Salzburg, which got Cologne and Divine ideas, respectively.
There are also around 3 provinces in France and Greece which are unmapped and caused France, Provance, and Byzantines to spawn in game despite them not existing/not being independent in the CK2 save used.
Finally, imported China gets a generic National idea set when imported as the Yuan dynasty. Would it be possible to at least give them the generic Chinese idea set instead?

Reproduction steps: (Optional: Form Roman Empire in CK2) Use the CK2-EU4 converter to transfer a CK2 save to EU4. I've included a save I used to do the transfer.

The ideas issue is because in the .mod file you'll see historical_nations set to no. Set it to yes. As for all the rest...

The 1.30 patch to the converter introduced the industrialization reform, but has not fixed missing cultures, religions, mismapped provinces, existing institutions still refering to the 1.25 center_of_trade (which will crash the game if you hover over global_trade), and so on, but these are bugs already reported.

I'm having this same issue. My player nation, a restored Roman Empire with Reformed Hellenic is converting to Western Tribal Idea group, as is most of the rest of Europe including Catholic Empire of Britannia, Lollard Germany, and Catholic Poland.

I DID check that historical_nations in the mod file itself is set to "yes". This did NOT fix the issue as Zemurin suggests.

Try this for a solution to massive heaps of 'European Tribal Ideas':

Go to the mods folder and open up YourMod\common\ideas and delete !european_tribal_ideas.txt. I tried that on mine a few minutes ago and got more normal ideas to spawn: still lots of generics, but at least now there's some more reasonable variety.
