All DLC enabled, latest version.

In the below screenshot I had the empire of Aragon as agnatic-cognatic primogeniture. Upon death, all my children received strong claims. According to the tool tip you would expect only my second oldest son and oldest daughter to receive strong claims. The younger daughter should receive a weak claim.

I have done testing using the console. It seems that the game gives strong claims to children 2-6 in line, not just 2nd and 3rd. I have no idea if this is working as intended, but either way the ingame tooltip for how strong claims is generated should be updated to reflect this to avoid confusion.

I went through all the patch notes since release and there is never a mention of increasing the number of strong claimants from 3 to 6. There is also weird stuff going on in open succession with random dynasty members inheriting strong claims. I think this must be a bug. I don't expect it to get fixed now, but maybe look into it moving forwards with ck3.
 
Another (probably pointless) update, I think the system is just not working properly at all.

Ignore the last three siblings, as they have different fathers. The character in the screenshot should be inheriting a strong claim on the duchy, but only receives a weak claim.
