I don't know if anyone reported this on 1.09. Just 3 small bugs:

#1 - In a naval battle I had some troops loaded in my navy. Clicked on the small helmet by mistake and the game crashed.

#2 - Sometimes one is reorganizing the army and regiments with 0 elements remain. In some situations the game creates as many as this "zero" regiments as clicks in the reorganizing button.

#3 - Playing as Portugal I have this mission "built a shilpyard in Jalisco" (a province conquered to the Aztecs). The build shipyard button is always greyed out saying I haven't enough revenue and I do.

Are you refering to actions that sets aside a predetermined number of soldiers during a siege, leaing zero in the origina army if it had the exact number needed?

Refering to local base tax? 6 is needed for shipyards.

About #2, if you reorganize troops and effectively merge two units leaving one unit with (0/0/0) or if you click creat new then you sometimes continue to have the (0/0/0) unit remaining even after you close the reogranize window.

This happens when in the presence of AI troops within the same province. It also happens for ships in the same conditions. A (0/0/0) unit can be moved at the highest rate of speed possible. It can be used for scouting and only sometimes disappears when directly clicking on the unit once it has moved. To fix the problem, you must disband the (0/0/0) units.

Oh, right. Didn't know it refers to base tax. But then that mission is ridiculous (like others) : one can never achieve the mission unless an event changes the base tax!

I'm talking about having more than one army in one province. Then click reorganize in one of them, call the other to the lower panel by clicking right or left in the lower panel, move troops from army A to army B. Close. Sometimes a 0/0/0 regiment remains.

Not sure about this. Think it happened also without AI troops. I'll let you know when this happens again.

Never noticed diferent speeds.

Just to make it clear: this are small bugs (ant size). The #1 was perhaps the most annoying because I had to go back some monthes (so this bug is perhaps a beetle not an ant :D).

All missions are ridiculous and you should never play with them. They are either too easy or impossible.

Well, I never play the "keep the x province" mission. But I like to play a "conquer province X" or a "No X in Y area" or a "build something" mission just to see if I can beat the AI without the "keep".

As I said: this is not important.

Actually it requires a NET tax value of 6, not base, which means that various province improvements (tax collector, judge, convert religion, etc.) and other things (e.g. increase stability if <3) may make it possible.
I believe the wartax tax modifier (2.5x) is also included when calculating the possibility to build a shipyard which could be very helpful.
